REGULAR MEETING MINUTES

 

March 22, 2010

 

Village President Craig Friend called the meeting to order at 7:00 P.M. 

This was a regularly scheduled meeting of the Village of Mackinaw.

 

I.           ROLL CALL

 

Present: 6 – Trustees Carolyn Elmore, Jesse Watkins, Tom Goings, Lynn Rudin, Mike DeChaney, and Jerry Peterson

 

Also Present:  Deputy Chief of Police Bob Davies, Attorney Mark McGrath, Village Clerk Austen Wood, Chief of Police Gary Hartzell, Village Treasurer Scott Eidenmiller, and Public Works Manager Mike Schopp

 

II.          PLEDGE OF ALLEGIANCE

 

III.     CONSENT AGENDA:  The consent agenda consists of approving the previous meeting minutes, recurring disbursements, and reports written by the Public Works Manager and Village Treasurer.

 

        Trustee Elmore moved, seconded by Trustee Peterson to approve all consent agenda items. On a roll call, the vote was:

 

      AYES:          6 - Trustees Elmore, DeChaney, Peterson, Watkins, Goings, and Rudin

      NAYS:         0

      ABSENT:    0

      There being six affirmative votes, the motion carried.

 

IV.       PUBLIC COMMENT:

 

Farmer’s Market- Carol and Patrick Haynes attended the meeting to discuss a possible Farmer’s Market in Mackinaw. The Board agreed this would be a good opportunity for the Mackinaw community. Tazewell County Health Department does not require a special certification for a farmer’s market. The only stipulations for a farmer’s market is that it be roadside and that citizens only sell produce. The Village Clerk will check with the IMLRMA to find out if the Village insurance will cover a farmer’s market. Public Works Manager Mike Schopp said Minier has a huge success with their farmer’s market. Trustee Watkins will follow up with Carol and Patrick Haynes on this.

 

V.          REPORTS:

 

A.    CHIEF OF POLICE REPORT: Chief Hartzell contacted the owners of the garages on Franklin St. and Fast Ave. to either repair or take down the structures. The owner of the property on Franklin St. had repairs done, and the owner of the property on Fast Ave. took down the structure. Hartzell will talk to Dallas Davis to make sure the structure on Franklin St. was repaired in accordance with the Zoning Code. Other residences that are in violation of the Village Code are being addressed.

 

B.     E.S.D.A. COORDINATOR REPORT: The E.S.D.A. Department held drills in the last couple of weeks, and the Police Department had three arrests since the last Board meeting on March 8, 2010, including one felony arrest. The Police Department also issued 19 parking tickets during the Community Sale.

C.    VILLAGE TREASURER’S REPORT:  Report on file.

 

Non-Recurring Disbursements- Trustee Goings moved, seconded by Trustee Rudin to approve the non-recurring disbursements. On a roll call the vote was:

 

      AYES:          6 - Trustees Elmore, DeChaney, Peterson, Watkins, Goings, and Rudin

      NAYS:         0

      ABSENT:    0

      There being six affirmative votes, the motion carried.

 

Possible Reduction in General Fund Income- Village Treasurer Scott Eidenmiller explained the Governor is suggesting the State of Illinois reduce the amount of state income tax paid to municipalities, which would mean about $37,000.00 less for the Village of Mackinaw, and will affect all three general fund accounts. The Illinois Municipal League has prepared an resolution to oppose this. The Treasurer will have this ready for the Board to review at the next regularly scheduled Board meeting.

 

PUBLIC WORKS MANAGER’S REPORT: Mike Schopp reported the Public Works Department is currently picking up brush, filling pot holes, and is done picking up debris on the streets. The corner of Third St. and Orchard St. needs to have the curb replaced and the drain fixed. Schopp discussed the condition of the Industrial Park roads, culverts, and ditches and possible funding to repair these. Public Works will be flushing hydrants the week of Spring Break.

 

Trustee Goings praised Schopp on his work as the Public Works Manager. The public and business owners are very pleased to work with Schopp. Trustee Watkins reported the employees have expressed their enjoyment in working with Schopp.

 

D.    VILLAGE PRESIDENT’S REPORT:

           

Hunter’s Safety Class- President Friend will provide more information regarding the cost of conducting this class at the next regularly scheduled Board meeting on April 12, 2010.

 

Employee Compensation- The Board will discuss the remaining employee pay raises in executive session.

 

Village Clean-Up Day- The Village Clerk will call Neville Trucking to find available dates for Clean-Up Day.

 

Arbor Day Event- The Village President explained the Village has to hold an Arbor Day Event in order to continue membership in Tree City USA. Eastside Educational Center is holding a tree planting ceremony in memory of Jennifer Kautz. The Village may want to get involved in this ceremony, and join with Eastside to celebrate Arbor Day.

 

Six Month Review of Public Works Manager- Trustee Goings moved, seconded by Trustee Elmore to raise Public Works Manager Mike Schopp’s yearly salary $2500.00 effective with the next pay period. On a roll call the vote was:

 

      AYES:          6 - Trustees Elmore, DeChaney, Peterson, Watkins, Goings, and Rudin

      NAYS:         0

      ABSENT:    0

      There being six affirmative votes, the motion carried.

 

Public Works Manager Mike Schopp thanked the Board for the pay increase.

 

      E. VILLAGE ATTORNEY’S REPORT:

 

Tax Exempt Application for Kehlert-Vetter- Attorney Mark McGrath explained Mr. Kehlert and Mr. Vetter donated land between King Dr. and Route 9 to the Village of Mackinaw.

Trustee Goings moved, seconded by Trustee Elmore for the Village to accept this donation and to authorize President Friend to sign a Tax Exempt Application and Affidavit for the Village of Mackinaw. On a roll call the vote was:

 

      AYES:          6 - Trustees Elmore, DeChaney, Peterson, Watkins, Goings, and Rudin

      NAYS:         0

      ABSENT:    0

      There being six affirmative votes, the motion carried.

 

Executive Session Minutes from March 8, 2010- Trustee Rudin moved, seconded by Trustee Watkins to approve the executive session minutes from March 8, 2010. On a roll call the vote was:

 

      AYES:          6 - Trustees Elmore, DeChaney, Peterson, Watkins, Goings, and Rudin

      NAYS:         0

      ABSENT:    0

      There being six affirmative votes, the motion carried.

 

Employee Compensation Time Policy Ordinance- The Board will discuss this at the next regularly scheduled Board meeting.

 

VI.       EXECUTIVE SESSION At 8:12 p.m., Trustee Goings moved, seconded by Trustee Elmore to go into executive session to discuss personnel issues, and to allow Village Attorney Mark McGrath and Chief of Police Gary Hartzell to remain for the executive session. On a roll call, the vote was:

 

      AYES:          6 - Trustees Elmore, DeChaney, Peterson, Watkins, Goings, and Rudin

      NAYS:         0

      ABSENT:    0

      There being six affirmative votes, the motion carried.

 

VII.    ROLL CALL @ 8:48 P.M. - RETURN TO REGULAR SESSION: 

 

         Present: Trustees DeChaney, Elmore, Rudin, Goings, Watkins, and Peterson.

 

Also Present:  President Friend, Chief of Police Hartzell, Attorney Mark McGrath, and Village Clerk Wood.

 

VIII.    NEW BUSINESS: President Friend informed the Board that Mackinaw is too small to attract the Google high speed internet project to our community.

 

 

IX.       ADJOURNMENT @ 9:11 P.M.: There being no further business to come before the Board, Trustee Elmore moved, seconded by Trustee Watkins to adjourn, motion carried.
