VILLAGE OF MACKINAW
April 26, 2010
Village President Craig Friend called the meeting to order at 7:00 P.M.
This was a regularly scheduled meeting of the Village of Mackinaw.
I. ROLL CALL
Present: 5 – Trustees Carolyn Elmore, Tom Goings, Lynn Rudin, Mike DeChaney, and Jerry Peterson
Absent: 1 - Trustee Jesse Watkins
Also Present: Deputy Chief of Police Bob Davies, Attorney Pat McGrath, Village Clerk Austen Wood, Public Works Manager Mike Schopp, George Smith, Aaron McCombs, and Jim Murphy
II. PLEDGE OF ALLEGIANCE
III. CONSENT AGENDA: The consent agenda consists of approving the previous meeting minutes, recurring disbursements, and reports written by the Public Works Manager and Village Treasurer.
Trustee Goings moved, seconded by Trustee Elmore to approve all consent agenda items. On a roll call, the vote was:
AYES: 5 - Trustees DeChaney, Peterson, Elmore, Goings, and Rudin
NAYS: 0
ABSENT: 1- Trustee Watkins
There being five affirmative votes, the motion carried.
IV. PUBLIC COMMENT:
Aaron McCombs- Sidewalk- Mackinaw Valley Estates- Mr. McCombs lives on Tulip Dr. and has concerns with children who have to cross Dee-Mack Rd. to get to the sidewalk in town. The Board discussed options to create a path from the end of Orchard St. to connect to Mackinaw Valley Estates. Public Works Manager Schopp will look into the matter and report to the Board at the next regularly scheduled meeting.
Trustee Watkins arrived at 7:05 p.m.
Farmer’s Market- Village Clerk Wood informed the Board that Carol and Patrick Haynes will start advertising for the Farmer’s Market in the near future. The Tulip Program will cover an entire season, and the Village Clerk is working with the IML to find out the cost.
Dale Gray- Complaint- Mr. Gray did not attend the meeting; therefore there was no discussion on this item.
V. REPORTS:
A. CHIEF OF POLICE REPORT: Chief Hartzell was unable to attend the meeting.
B. E.S.D.A. COORDINATOR REPORT: Deputy Chief Davies reported on the ad placed in the Area Buyer’s Guide regarding electric scooters. The ad is intended to inform the public that electric scooters are illegal to ride on the sidewalks and the streets.

C. VILLAGE TREASURER’S REPORT: Report on file.
Non-Recurring Disbursements- Trustee Goings moved, seconded by Trustee Rudin to approve the non-recurring disbursements. On a roll call the vote was:

NAYS: 0
ABSENT: 0

D. PUBLIC WORKS MANAGER’S REPORT:
2010 MFT Resolution- Public Works Manager Mike Schopp presented the 2010 MFT Resolution to the Board.
Trustee Goings moved, seconded by Trustee Peterson to adopt the MFT Resolution as submitted by IDOT, and to authorize President Friend and Village Clerk Wood to sign. On a roll call the vote was:
AYES: 6 - Trustees Elmore, DeChaney, Peterson, Watkins, Goings, and Rudin
NAYS: 0
ABSENT: 0
There being six affirmative votes, the motion carried.
Replacement of Lift Station Pumps- Public Works Manager Mike Schopp reported on the recent failure of the pumps at the Village sanitary sewer lift station.
Trustee Rudin moved, seconded by Trustee Elmore to purchase replacement pumps from Armature Motor and Pump Co. in the amount of $16,540.00. On a roll call the vote was:
AYES: 6 - Trustees Elmore, DeChaney, Peterson, Watkins, Goings, and Rudin
NAYS: 0
ABSENT: 0
There being six affirmative votes, the motion carried.
E. CLERK’S REPORT:
Approval of Records Retention Policy- Clerk Wood presented the proposed Village Policy number 9, revised pursuant to the Board’s prior direction.
Trustee Peterson moved, seconded by Trustee Rudin to approve Village Policy number 9, a policy establishing the records retention process. On a roll call the vote was:
AYES: 6 - Trustees Elmore, DeChaney, Peterson, Watkins, Goings, and Rudin
NAYS: 0

Executive Session Minutes- February 8, 2010- Village Clerk Wood did not have the minutes available for the meeting.
Executive Session Minutes- March 22, 2010- Village Clerk Wood did not have the minutes available for the meeting.
Census Update- Village Clerk Wood informed the Board that the Village of Mackinaw’s response rate was at 79% on April 15, which was three percent higher than the 2000 Census.
Arbor Day Event- Village Clerk Wood asked the Board if they had any creative ideas for an Arbor Day Event. Public Works Manager Schopp informed the Board two trees have died at Westwood Park. Trustee Goings offered to donate a tree to the Village of Mackinaw for use with the Arbor Day Event.

Trustee Goings moved, seconded by Trustee Watkins to accept a tree donated by Trustee Goings and to plant it at Westwood Park on Arbor Day. On a roll call the vote was:

F. VILLAGE PRESIDENT’S REPORT:
Ordinance Regarding Clerk’s Compensation- Trustee Elmore moved, seconded by Trustee Goings to adopt Ordinance 805, an ordinance setting the compensation for services as Village Clerk. On a roll call the vote was:
AYES: 6 - Trustees Elmore, DeChaney, Peterson, Watkins, Goings, and Rudin
NAYS: 0
ABSENT: 0

Verizon Internet Options- President Friend informed the Board he is looking for a high-speed internet option for the water plant, which would enable the Public Works Manager to remotely connect to the water plant’s computer system and access plant performance information remotely.
Channel 31 Broadcast during Mack-ca-Fest Week- President Friend informed the Board that Channel 31 is interested in broadcasting during the Heartland Salutes tour again on the first day of the Mack-ca-Fest celebration. There was a large turnout of citizens at the event last year.
Dirt Sales at Brock Lake- President Friend expressed interest in selling the excess dirt leftover from the construction of the football field at Brock Lake. Attorney Pat McGrath informed the Board that the dirt must be declared surplus by the ordinance before it could be sold. McGrath suggested the Clerk write up this required Ordinance.
G. VILLAGE TRUSTEE’S REPORT: Trustee Rudin expressed concerns regarding parking in front of the two new businesses on Fast Ave because trucks with trailers are parking there. Public Works Manager Mike Schopp will stripe new parking spaces on Fast Ave.
President Friend informed the Board the owner of Town and Country, on Fast Ave. has parking issues with semi trucks parking in front of her business. The Board will discuss this matter further at the next regularly scheduled meeting.
VI. ADJOURNMENT @ 7:55 P.M.: There being no further business to come before the Board, Trustee Watkins moved, seconded by Trustee Goings to adjourn, motion carried.
