VILLAGE OF MACKINAW
June 28, 2010
Village President Craig Friend called the meeting to order at 7:00 P.M.
This was a regularly scheduled meeting of the Village of Mackinaw.
I. ROLL CALL @ 7:00 P.M.
Present: 5 – Trustees Carolyn Elmore, Jerry Peterson, Lynn Rudin, Mike DeChaney, and Jesse Watkins.
Absent: 1- Trustee Tom Goings.
Also Present: Deputy Chief of Police Bob Davies, Attorney Pat McGrath, Village Clerk Austen Wood, Chief of Police Gary Hartzell, and Public Works Manager Mike Schopp.
II. PLEDGE OF ALLEGIANCE
III. CONSENT AGENDA: The consent agenda consists of approving the previous meeting minutes, recurring disbursements, and reports written by the Public Works Manager, Collector, Police, Deputy Chief of Police/E.S.D.A. Coordinator, and Village Treasurer.
Trustee Elmore moved, seconded by Trustee Watkins to approve all consent agenda items. On a roll call, the vote was:
AYES: 5 - Trustees Elmore, Peterson, DeChaney, Watkins, and Rudin
NAYS: 0
ABSENT: 1- Trustee Goings
There being five affirmative votes, the motion carried.
IV. PUBLIC COMMENT: George Smith, 101 N Webster St. is having trouble with neighbor’s dog running loose in his yard, has built a privacy fence but still found dog sitting on back patio last week. The Board and Chief Hartzell advised Smith to file complaints with the Village each time he has a problem with the dog running loose. Chief Hartzell will investigate further into this situation.
V. REPORTS:
a. PRESIDENT’S REPORT:
Senior Meals- President Friend updated the Board on the funding problems facing the local Senior Meals program. There will be having another meeting with local pastors, but with help of local churches, community chest and township the financial contribution needed from the Village to support the program will be a reduced amount.
Software Purchase – President Friend reported on a potential software upgrade for the Village computers. The potential Microsoft Windows upgrade was tabled until more information could be provided.
b. CHIEF OF POLICE REPORT: Chief Hartzell and Deputy Chief Davies reported on activities of the Police Department:
Deputy Chief Davies reported that 400 S. Main has been secured and closed to the elements. The Notice required pursuant to the Dangerous and Unsafe Building Section of the Village Code will be served on the property owner.
Chief Hartzell reported that Mack-Ca-Fest went well with very few incidents.
c. E.S.D.A. COORDINATOR REPORT: ESDA Coordinator Davies reported on the activities of ESDA. ESDA has been very busy lately. Davies reported to the Board that he had submitted an application for a program through the EPA which makes the Village eligible to receive equipment or other goods through an EPA alternative fine program.
d. TREASURER’S REPORT: Report on file.
Non-Recurring Disbursements- Trustee Elmore moved, seconded by Trustee Peterson to approve the non-recurring disbursements.
On a roll call the vote was:
AYES: 5 - Trustees Elmore, Peterson, DeChaney, Watkins, and Rudin
NAYS: 0
ABSENT: 1- Trustee Goings
There being five affirmative votes, the motion carried.
e. TRUSTEE REPORT: Mike DeChaney reported that Mike Schopp did great job on concrete and rails at Veteran’s Park pavilion. Mike Schopp commended Brian Lang for his work on the project.
f. ATTORNEYS REPORT: Attorney McGrath presented several sample applications for peddling permits to the Board. The Board generally discussed who would be covered under the licensing requirements contained in the code section governing peddlers and itinerant merchants. The Board discussed the merits of licensing itinerant merchants. The Board also generally discussed revising the code provisions to except non-profit entities from licensing requirements. After a lengthy discussion, the Board decided to table the matter for further review to allow the Board additional time to review the materials Attorney McGrath presented.
VI. NEW BUSINESS: Village Clerk, Austen Wood informed the board of her resignation. Because this matter was not on the agenda, the Board could not act on her resignation.
VII. ADJOURNMENT @ 8:56 P.M.: There being no further business to come before the Board, Trustee Elmore moved, seconded by Trustee Watkins to adjourn, motion carried.
