REGULAR MEETING MINUTES

 

MINUTES OF THE REGULAR MEETING OF THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF MACKINAW, HELD AT THE MUNICIPAL BUILDING AT 7:00 P.M.

 

Village President Craig Friend called the meeting to order at 7:00 P.M. 

This was a regularly scheduled meeting of the Village of Mackinaw.

 

I.           ROLL CALL @ 7:00 P.M.  Present: 6 – Trustees Mike DeChaney, Carolyn Elmore, Tom Goings, Lynn Rudin, Jerry Peterson, and Jesse Watkins.

 

Also Present:  Deputy Police Chief Bob Davies, Attorney Mark McGrath, Village Clerk Austen Wood, Police Chief Gary Hartzell, Public Works Manager Mike Schopp, Jim Cummings, Chris Vielhak, Pat McGrath-Law Clerk for Mark McGrath, and Treasurer Scott Eidenmiller.

 

II.        CONSENT AGENDA:  The consent agenda consists of approving the previous meeting minutes, recurring disbursements, and reports written by the Public Works Manager and Village Treasurer.

 

        Trustee Elmore moved, seconded by Trustee Peterson to approve all consent agenda items. On a roll call, the vote was:

 

AYES:  6- Trustees DeChaney, Elmore, Peterson, Goings, Watkins, and Rudin.

    NAYS: 0

ABSENT: 0

There being six affirmative votes, the motion carried.  

 

III.     CITIZENS COMMENTS AND CONCERNSChris Vielhak attended the meeting with questions regarding a police matter on September 11, 2009. A man was reported carrying a gun while walking past the grade school and the school had not been notified. The County Sherriff arrived on the scene, due to special scheduling circumstances for Village staff on this day.

 

The Board and Ms. Vielhak were informed by President Friend procedures have been changed and the school will be contacted in the future when a similar incident occurs.

 

Chris Vielhak left the meeting at 7:04 p.m.

 

IV.       REPORTS:   

       

A.     POLICE CHIEF’S REPORT: Police Chief Gary Hartzell presented a report for the Board. Report on file.

 

B.     EMERGENCY MANAGEMENT COORDINATOR’S REPORT:  Emergency Management Coordinator and Deputy Police Chief Bob Davies presented a thank-you letter for a lost child. Davies reported Mackinaw Police Department’s response times according to Tazewell County, Officer John Adkins completed a 5-day Defensive Tactics Pressure Instructor Course, and Officer Doug Bohnker will be working on his own in the police car starting October 31, 2009 with supervision.

 

C.  TREASURER’S REPORT:  Report on file.

 

Approval of Non-Recurring Bills –Trustee Goings moved, seconded by Trustee Rudin to approve the non-recurring disbursements as submitted.  On a roll call, the vote was:

 

AYES:  6– Trustees DeChaney, Elmore, Peterson, Goings, Rudin, and Watkins.

    NAYS: 0

ABSENT: 0

There being six affirmative votes, the motion carried.

IGA Grant Parking Lot Project- Jim Cummings submitted an invoice from Otto Baum.

 

Trustee Elmore moved, seconded by Trustee Goings to authorize the payment of $15,502.90 to Otto Baum Company, Inc. for work done for the IGA parking lot and $1,000.00 to EDC Inc. for preparing the grant application to be paid through the CDAP Grant as well as $22,600.00 to Otto Baum Company, Inc. and $575.00 to EDC Inc. to be paid through Village funds. On a roll call, the vote was:

 

AYES:  6– Trustees DeChaney, Elmore, Peterson, Goings, Rudin, and Watkins.

    NAYS: 0

ABSENT: 0

There being six affirmative votes, the motion carried.

 

Investment Report- The Board asked Treasurer Eidenmiller about additional investment opportunities due to low interest rates. Treasurer Eidenmiller said the Village could consider municipal bonds, but recommended not to use bonds as investments.  

 

Treasurer Eidenmiller left the meeting at 7:47 p.m.

 

D.  PUBLIC WORKS MANAGER’S REPORT:  Public Works Manager Mike Schopp and the Village engineer are not accepting 250 lineal feet of sidewalk on Fast Avenue ICCI has completed which will be torn out and completed again. 

 

Purchase a Salt Cinder Tailgate Spreader- Schopp requested the Board’s approval to purchase a new Henderson RTS Tailgate Spreader for the back of the dump truck.

 

Trustee Elmore moved, seconded by Trustee Watkins to approve Schopp’s request to purchase a new Henderson RTS Tailgate Spreader in the amount of $3619.00. On a roll call, the vote was:

 

AYES:  6– Trustees DeChaney, Elmore, Peterson, Goings, Rudin, and Watkins.

    NAYS: 0

ABSENT: 0

There being six affirmative votes, the motion carried.

 

E.   PRESIDENT’S REPORT: 

 

Village Treasurer Pay Increase- Treasurer Eidenmiller currently makes $300 per month, and President Friend suggested a $75 per month pay increase.

 

Trustee Goings moved, seconded by Trustee Elmore to pay Village Treasurer Scott Eidenmiller $75 per month as the Identity Theft Administrator commencing October 1, 2009. On a roll call, the vote was:

 

AYES:  6– Trustees DeChaney, Elmore, Peterson, Goings, Rudin, and Watkins.

    NAYS: 0

ABSENT: 0

There being six affirmative votes, the motion carried.

 

Board Meetings- Trustee Goings would like to see an extra informational sheet in the Board packets, to be better informed before each meeting.

 

CGS Mackinaw- President Friend asked the Board if they would like to be associated with Coast Guard Ship Mackinaw, a heavy icebreaker on the Great Lakes. Further information will be provided at the next regularly scheduled Board meeting on October 12, 2009.

 

Village Web Site- Changes to the contract with Brandon Sharpe are still being worked on. More information will be provided at the next regularly scheduled Board meeting on October 12, 2009.

 

Jim Cummings left the meeting at 8:25 p.m.

F.      TRUSTEE’S REPORT:

 

Burning in the Village- Trustee Rudin presented burning restrictions from other municipalities.

 

Trustee Goings moved, seconded by Trustee Rudin to direct Village Attorney McGrath to prepare an ordinance to allow burning in the Village for outdoor recreation. On a roll call, the vote was:

 

AYES:  6– Trustees DeChaney, Elmore, Peterson, Goings, Rudin, and Watkins.

    NAYS: 0

ABSENT: 0

There being six affirmative votes, the motion carried.

 

Trustee Goings moved, seconded by Trustee Elmore to direct Village Attorney McGrath to prepare an ordinance to prohibit burning of dry yard waste on federally mandated holidays. On a roll call, the vote was:

 

AYES:  2– Trustees Rudin and Elmore.

    NAYS: 4- Trustees DeChaney, Watkins, Goings, and Peterson.

ABSENT: 0

There being only two affirmative votes, the motion did not carry.

 

Trustee Goings moved, seconded by Trustee Rudin to direct Village Attorney McGrath to prepare an ordinance to limit burning of dry yard waste in the Village for the months of April, May, September, October, and November only. On a roll call, the vote was:

 

AYES:  2 – Trustees Peterson and Rudin.

    NAYS: 3- Trustees DeChaney, Watkins, and Goings.

ABSENT: 0

PRESENT: 1 – Trustee Elmore. Present vote is added to majority and therefore is a NAY vote.

Final NAYS: 4 - Trustees DeChaney, Goings, Watkins, and Elmore.

There being only two affirmative votes, the motion did not carry.   

 

G.    VILLAGE ATTORNEY’S REPORT: Attorney Mark McGrath had nothing to report.

 

V.    NEW BUSINESS: President Friend has received a negative letter regarding the sidewalk letter, and will furnish a copy for the next regularly scheduled Board meeting on October 12, 2009.

 

VI.  ADJOURNMENT @ 8:55 P.M.: There being no further business to come before the Board,
