This was a regularly scheduled meeting of the

III. CONSENT AGENDA: The consent agenda consists of approving the previous meeting minutes, recurring disbursements, and reports written by the Public Works Manager, Collector, Police, Deputy Chief of Police/ESDA Coordinator, and Village Treasurer.
Trustee Elmore moved, seconded by Trustee Rudin to approve all consent agenda items. On a roll call, the vote was:
AYES: 5 - Trustees Elmore, Goings, DeChaney, Watkins, and Rudin
NAYS: 0
ABSENT: 1- Trustee Peterson

EMERGENCY MANAGEMENT COORDINATOR REPORT:
Deputy Chief of Police/ESDA Coordinator
Bob Davies reported on three recent thefts. The Police Department has started
training on the new video camera for the squad car.
C.
PUBLIC WORKS MANAGER’S REPORT:
Public Works Manager Mike Schopp
reported the holiday decorations have been displayed in the Village.
The
Service Agreement
with Altorfer for Generator- Trustee
Rudin moved, seconded by Trustee Elmore to enter into a Service Agreement for
the water plant backup generator with Altorfer in the amount of $5,178.00, for
Public Works Manager Mike Schopp to sign the agreement, and for the payment to
be made from the water fund. On a
roll call, the vote was:
AYES: 5 - Trustees Elmore, Goings, DeChaney, Watkins, and Rudin
NAYS: 0
ABSENT: 1- Trustee Peterson
There being
five affirmative votes, the motion carried.
3-Year Service Coverage Warranty for Generator-
Public Works Manager
Mike Schopp explained that the warranty will cover any repairs for three years.
Trustee DeChaney moved,
seconded by Trustee Elmore to accept the Service Coverage Warranty from Altorfer
for the generator in the amount of $1,860.00, for Mike Schopp to sign for the
Village, and for the funds to be paid from the water fund.

There being
five affirmative votes, the motion carried.
King Tree Specialists- Cut Down and/or Trim Trees-
Trustee DeChaney
moved, seconded by Trustee Elmore to approve the quote from King Tree
Specialists to cut down three trees and trim one tree in an amount not to exceed
$2900.00. On a roll call the vote was:
AYES: 5 - Trustees Elmore, Goings, DeChaney, Watkins, and Rudin
NAYS: 0

seconded by Trustee Rudin to approve the non-recurring disbursements. On a roll

VILLAGE PRESIDENT’S REPORT:
Special Uses Additions to Zoning Code- The Board reviewed the recommendations made by Zoning Officer Dallas Davis regarding the addition of residential uses on the ground level of a commercial-zoned building.
Goings moved, seconded by DeChaney to
direct Attorney McGrath to write an ordinance to add the following to the
special uses to the zoning code: must meet fire
code, must have off-street parking (2 parking spaces per unit), must have 2
exits from each unit, a minimum square footage must be met, and the units must
meet the county health codes. On a
roll call the vote was:
AYES: 5 - Trustees Elmore, Goings, DeChaney, Watkins, and Rudin
NAYS: 0
ABSENT: 1- Trustee Peterson

Alley Vacation
at

Reimbursement
for Lowery Subdivision- More
information is needed from Charles Lowery before the Village will reimburse
money for the Lowery Subdivision lots. Village Clerk Austen Wood will notify
Charles Lowery.
Expenditure/Authorization of Motor Fuel Tax Funds-Trustee
Elmore moved, seconded by Trustee Watkins to approve the pay request for the
expenditures to Midwest Asphalt Repair in the amount of $9,651.00, R. A.
Cullinan & Sons, Inc. in the amount of $35,090.13, and Farnsworth Group in the
amount of $386.04, and to be paid from motor fuel tax funds. On a roll call, the
vote was:
AYES: 5 - Trustees Elmore, Goings, DeChaney, Watkins, and Rudin
NAYS: 0
ABSENT: 1- Trustee Peterson
There being
five affirmative votes, the motion carried.
Approve Clerk
to Attend Excel Class- President
Friend explained that the Clerk will be doing additional reporting in Excel, and
this class will expand knowledge of the program.
Trustee Elmore moved, seconded by
Trustee DeChaney to approve the Clerk to attend the Excel class on January 9,
2010. On a roll call the vote was:

E.
VILLAGE ATTORNEY’S REPORT:
Presentation on FOIA
and Open Meetings Act Changes for 2010- Attorney Pat McGrath will give a presentation on the FOIA and Open
Meetings Act changes for 2010 at the Board meeting on January 25, 2010.
V.
NEW BUSINESS: President Friend
informed the Board of an Abraham Lincoln impersonator whom John Ackerman would
like to have visit the schools. Ackerman asked the
Attorney Mark McGrath advised the Village President to ask the Mackinaw
Community Business Association for possible funding and that the Village cannot
donate money.
President Friend reminded the Board of the Christmas program hosted by
the MCBA in
VI.
