MINUTES OF THE REGULAR MEETING OF THE ZONING BOARD OF APPEALS HELD AT THE MACKINAW MUNICIPAL BUILDING AT 7:30 P.M.
I. APPOINT ACTING CHAIRMAN: Laidig moved, seconded by Watkins to appoint Chuck Lowery as Chairman for this regularly scheduled meeting only. Motion carried
Acting Chairman, Chuck Lowery called the meeting of the Zoning Board of
Appeals to order at7:30 p.m. It was a regular scheduled meeting.
II. ROLL CALL: Present: Board Members - Ted Laidig, Steve Powell Sr., Chuck Lowery, Jesse Watkins, and Wes Nunley arrived at 7:37 p.m.
Absent: Chairman Jerry Sweckard and Board Member Todd Smith
Also Present: Recording Secretary Austen Wood and Paul Coovert
III. APPOINT ACTING RECORDING SECRETARY: Watkins moved, seconded by Laidig to appoint Austen Wood as recording secretary for this regularly scheduled meeting only. Motion carried.
IV. APPROVAL OF MINUTES: Regular Meeting – April 14, 2009
Laidig moved, seconded by Lowery to approve the minutes of the regular meeting of April 14, 2009 as submitted. Motion carried.
V. ZONING OFFICER’S REPORT: A report was given to the Board containing the building permits issued in 2009.
VI. 605 S. ORCHARD ST.: Paul Coovert, owner of 605 S. Orchard St. wanted to speak to the board regarding possible land usage of this commercial zoned property. His interest is in transforming the commercial space into four residential units.
Coovert informed the board he has not yet requested an application for a zoning special use permit; but wanted them to be aware of the upgrading he has done to the lot such as parking lot upgrades. Coovert has had much trouble getting commercial businesses in the building due to the fact the village is dry. He believes the new units for primary usage as apartments would help bring more revenue to the village, because as of today this lot is primarily storage. Coovert believes it would be beneficial to change the zoning of this lot from commercial to partial residential. Lowery informed him the zoning board is usually against this decision, and no one has ever been permitted to change commercial to living space.
Coovert said the lot will just continue to be storage if the lot is not re-zoned. He has walked away from renters in the past if the business provided would not be beneficial to the village. Since there is already an apartment above the commercial space, business renters are not interested. Coovert said there is 30 feet of land on the north side of the building; therefore there is a lot of potential usage for that land.
Nunley moved, seconded by Laidig to table this discussion for the next regularly scheduled meeting. Motion carried.
Paul Coovert left the meeting at 7:54.
VII. ZONING CODE UPDATES/ADDITIONS: No code updates or additions for the month of May to date.
VIII. ADJOURNMENT @ 8:00 P.M.
There being no further business to come before the Board, Nunley moved seconded by Laidig to adjourn. Motion carried.
